About
I am an urban development professional specializing in housing policy, urban revitalization, and governance strategies, with cross-sector experience spanning private consulting, government, NGOs, and multilateral development banking. I currently work at IDOM in Bilbao as an Urban Planner (socio-economic development), where I direct consulting to strengthen the Maldives’ housing policy and lead the formulation of urban governance studies to support two master plans in Saudi Arabia. Previously, as a Consultant at the Inter-American Development Bank (IDB), I provided technical support for the implementation of a US$50 million loan focused on the recovery of historic city centers in Peru. I also led the formulation of historic downtown recovery master plans in Peru and Ecuador, integrating housing and public space initiatives and coordinating across communities, governments, and private stakeholders. In parallel, I developed technical proposals that secured donor funding for housing, heritage, smart cities, and urban revitalization initiatives, and I built and supervised multidisciplinary consultant teams to ensure delivery quality and compliance. I have also advised Peru’s Minister of Housing on housing programs, neighborhood upgrading, urban resilience, and heritage, contributing to a rental housing law and the National Housing Plan in coordination with more than 12 ministry departments. My earlier work includes housing market systems research with Habitat for Humanity and applied work on informal self-built housing strategies. I hold an MSc in Urban Development Planning (Distinction) from University College London and a BSc in Sociology from PUCP, and I have been recognized with the Chevening Scholarship and other awards. I also teach urban-related courses at postgraduate and university level.
